Since January 2001 Ms. Lehman has served as the Corporation Counsel/Director of Human Resources for the City of Jamestown. She is the legal Counsel for the Mayor and City Council. She represents the City in civil litigation matters. She reviews, approves and/or drafts all municipal contracts. She is the Human Resource Director for all City employees and retirees. She negotiates all labor contracts with the six (6) different employee unions. She represents the City in all labor relation matters including trials, hearings and arbitrations.
Before her appointment to her position with the City of Jamestown, Ms. Lehman was employed with the Chautauqua County District Attorney’s Office where she initiated, directed, and prosecuted felony and misdemeanor cases. She was responsible for the two busiest courts in the county.
Ms. Lehman served as a Captain in the Judge Advocate General’s Corps, United States Army. She served as the attorney advisor to the Logistics Support Commander in Haiti during Operation Uphold Democracy. She served as a Contract Attorney, Instructor at the Military Police School, Trial Defense Counsel, and Administrative Staff Attorney. While stationed in Anchorage Alaska she was assigned as a Special Assistant United States Attorney. Ms. Lehman was promoted to the rank of Major while serving in United States Army Reserves.
Ms. Lehman is a former board member of the New York State Public Employer Labor Relations Association. Ms. Lehman is a member of the New York Bar Association and a member and past president of the Jamestown Bar Association. She is also an adjunct professor at Jamestown Community College.
